The vector brush set by ihea used to make this is -> [link] <-

the background is a radial gradient and some watercolor brushes by env1ro-> [link] <-

use some erasers, different blending modes, alright shades and you will get something like this.

~ tips ~
i used some arrow brushes too, cant remember the name of the brush... the lighter shade is something like a shadow

go through other tutorials to get familiar with your tools, brush, erasor, layering, etc.

this is one of my first brush work im satisfied with
probably my last for this year, busy with stuff
